KANE COUNTY CHIEFS OF POLICE ASSOCIATION
MEETING MINUTES

I. Call to Order: President Linane called the August 17, 2006 meeting to order at 11:55 p.m.

II. Pledge of Allegiance: President Linane led the Association in the Pledge of Allegiance.

III. Introduction of Guests: The Association welcomed all guests to the August meeting.

IV. Approval of Minutes: President Linane presented the Kane County Chief's of Police Association meeting minutes of June 15, 2006 for approval. Chief Shira made the motion to approve. Chief Lamkin seconded the motion. No discussion held. Voice vote was unanimous. Motion carried.

V. President's Report: President Linane introduced Judge Hudson who addressed the association on the Mental Health meeting.

VI. Vice President's Report: No report.

VII. Secretary's Report: No report.

VIII. Treasurer's Report: Treasurer Ed Dennis summarized:

  • Checkbook balance: $103,438.70
  • Harley Raffle Fund: $87,172.13
  • Bomb Squad Balance: $219.30
  • Major Crimes Task Force: $1,878.59
  • Arson Task Force: $141.18
  • KCART: $566.29
  • Scholarship: $3,000.00
  • Special Projects-Pena Fund: $716.11

Treasurer Dennis reported that the Federal Tax return has been filed. He reported the final process of the annual audit has been completed. He has been in contact with the auditors and has a copy with their recommendations to review with the Board. This will be completed next week. He reported that last year the auditors made 15 recommendations and this year there were only three recommendations. Once complete, the State Tax Return will be filed with no penalties. Treasurer Dennis noted that everyone should have received the survey for dues increase. He stated the golf outing revenues have declined. Although the end of 2004 to the end of 2005 assets only change by $18, looking long range, if we do not identify and bring in other revenue sources and continue to spend at the rate we spend, there will come a time soon when our total assets will decrease. We need to consider this change and/or get more sponsors.

President Linane entertained a motion to accept the June 2006 Treasurer's Report. Commander Thrun so moved. Chief Lamkin seconded the motion. No further discussion. Voice vote was unanimous. Motion carried.

President Linane reviewed the results of the survey for dues increases. In summary there were 25 responses which represented 18 departments, 7 individual members for a total of 45 paying members. The majority indicated $10 now and $10 next year by a slim margin over $20 now. In the memo from Secretary Frega, he states that if the membership considers the six votes for $10 now only, that clearly indicates a $10 increase is acceptable by a large majority; 75% of which would accept an additional $10 increase next year. To that end, President Linane asked for a motion from the floor for a $20 increase in dues next year, effective January 2007. Chief Lamkin moved to increase the Kane County Chiefs of Police Associations dues by $20 effective January 2007. Chief Shira seconded the motion. No further discussion was held. A show of hands was required and vote as follows:

Ayes: 15
Nays: 11

Motion carried. The dues will increase in 2007 by $20

IX. SERGEANT AT ARMS REPORT
Chief Lamkin reported that Sergeant Jack Rood, Gilberts, mother passed away. A card can be sent as it is too late for flowers. President Linane noted he would handle.


X. Committee Reports:

A. Court Liaison: Commander Groom

B. Regional Chiefs: Chief Montalbano
No report.

C. Training: Director Lawler
No report.

D. Special Projects: Commander Cannon
No report.

E. Awards/Law Enforcement Officer of the Year: Chief Schmidt
No report.

F. Events/Golf: Lieutenant Frega
No report. It was noted that a little over $9,000 was made from the golf outing and down. Also, Joe does have shirts that are still available and can contact him if you are interested in purchasing.

G. Special Olympics: Commander Jannusch reported:

  • September 6th, Roof Top Cubbies; if interested, contact Joe Pena.
  • September 14th, Golf Outing at Hughes Creek hosted by State's Attorneys Office and St. Charles; few openings still available. Please contact Linda Hagemann or him.
  • Night Golf sponsored by Elgin is closed for golfers, but still looking for sponsors.
  • August 31st, Spaghetti Dinner hosted by East Dundee.
  • Elburn Days this weekend and has motorcycle.
  • September 23rd, Rock, Paper, Scissors hosted by Elgin.
  • The monthly Harley raffle ticket drawing was held.
  • Winding down, but still time to fund raise. Call him with any ideas.

H. Legislative: Commander Langston
No report.

I. Major Crimes Task Force/K-CART: Commander Acosta stated that on August 7th a north end warrant sweep was held; total of 57 officers met in Gilbert; 192 attempts, 24 located. Anyone interested in having a warrant sweep more specific, please contact him. He then informed the association that the grant for K-CART was not approved by the County Board after he was directed to do specifics. However, the DUI Task Force gave the money to purchase the three additional total stations. These stations are in St. Charles, Elgin, and Huntley. He thanked all and appreciated all the support.

J. Juvenile Justice: Chief Pena.
No report.

K. Scholarship: Commander Thrun stated he did read the by-laws after the request from the last meeting by Linda Hagemann to consider opening the scholarships to the members of the association as it currently is only for law enforcement officers. He stated that it is not clear and obscure and would need further review. President Linane said yes it would need review by the executive officers and will be considered and reviewed.

L. Police Week: Deputy Chief Anderson
No report.

M. Jail Committee: Chief Linane
No report.

N. Technology: Deputy Chief Gillette stated that they are working with Deb Seyller on the electronic ticketing. He stated his goal is to meet with each department by the end of November regarding work and specifics. President Linane reported that IDOT is working on programs for in car accident reporting and diagramming. The State Police are using and committee exploring. Deb Seyller reported that it looks at this time that the County would have to go to bid. She reported that they found another printer and looks nicer.

Deputy Chief Jim Duffy of the Elgin Police Department addressed the association on the Mobile Field Force. He presented detailed information and stated he wants to create a team to be identified by mid September, training by mid-October and in field by mid-November. He is looking for interested parties.

XI. Unfinished Business:
No business discussed.

XII. New Business:
The Association was notified that a wage and benefit survey will be forthcoming.

XIII. ADJOURNMENT: President Linane entertained a motion to adjourn the meeting. Commander Jannusch so moved. Chief Lamkin seconded the motion. Voice vote was unanimous. Motion carried. Meeting was adjourned at 12:45 p.m.
