KANE COUNTY CHIEFS OF POLICE ASSOCIATION
MEETING MINUTES

I. Call to Order: President Linane called the December 21, 2006 meeting to order at 12:00 p.m.

II. Pledge of Allegiance: President Linane led the Association in the Pledge of Allegiance.

III. Introduction of Guests: The Association welcomed all guests to the December meeting.

IV. Approval of Minutes: President Linane presented the Kane County Chief's of Police Association meeting minutes of November 16, 2006 for approval. Chief Shira made the motion to approve. Chief Lamkin seconded the motion. No discussion held. Voice vote was unanimous. Motion carried.

V. President's Report: President Linane advised the members that the association had received three (3) written requests for donations this year from the local chapter of the Salvation Army, the Lazarus House and the Child Advocacy Center. After short presentations about each organization, motions and seconds were made for a vote to approve a $1,000.00 donation to each of the three organizations as follows:
  • Salvation Army: Cmdr. Thomas/Chief Callahan, approved by unanimous voice vote.
  • Lazarus House: Chief Schira/Dep. Chief Gillette, approved by unanimous voice vote
  • Child Advocacy Center: Lt. Blahnik/Chief Lamkin, approved by unanimous voice vote
VI. Vice President's Report: No report.

VII. Secretary's Report: No report.

VIII. Treasurer's Report: Treasurer Dennis reported on the current budget and asked for motions on the following items of business:
A motion was made by Chief Lamkin and seconded by Cmdr. Thomas to approve the December 2006 treasurer's report as read, which was approved with no further discussion by unanimous voice vote.
  • Pay outstanding bills: Chief Callahan/Cmdr. Thrun, approved by unanimous voice vote
  • Pay awarded scholarships: Chief Schira/Chief Lamkin, approved by unanimous voice vote
  • Hold back $10,000.00 from Harley raffle until sale of motorcycle: Cmdr. Gillette/Cmdr Thrun, approved by unanimous voice vote
  • Approve proposed 2007 budget: Chief Callahan/Dep. Chief Gillette, approved by unanimous voice vote
A motion was made by Chief Lamkin and seconded by Cmdr. Thomas to approve the December 2006 treasurer's report as read, which was approved with no further discussion by unanimous voice vote.

IX. SERGEANT AT ARMS REPORT: No report.


X. Committee Reports:
A. Court Liaison: Commander Groom
No report.

B. Regional Chiefs: Chief Montalbano
A. Awards/Law Enforcement: Chief Schmidt

C. Events/Golf: Commander Frega

D. Jail Committee: Chief Linane
Chief Linane stated that there is an issue involving prisoner release (should establish set times for release rather than anytime 24/7), which will be discussed at the January meeting.

E. Juvenile Justice: Chief Pena
No report.

F. KCITS/TMC Steering Committee: Commander Kintz
Commander Kintz stated that discussion on traffic management on Randall Road would be the topic of discussion.

G. Legislative: Commander Langston
No report.

H. Major Crimes Task Force/K-CART:
A call out for a car/train accident in Elgin was handled during inclement and very cold weather. The call out team did an exceptional job.

I. Police Week: Commander Anderson
No report.

J. Regional Chiefs: Chief Montalbano
No report.

K. Scholarship: Commander Thrun
No report.

L. Special Projects: Commander Cannon
No report.

M. Special Olympics: Commander Jannusch
No report.

N. Technology: Deputy Chief Gillette
Deputy Chief Gillette stated that the December 12th forum was very well attended. There was much discussion regarding the future direction for the committee and the next meeting is scheduled for the 2nd Tuesday in January.

O. Training: Director Lawler
No report.
XI. Unfinished Business:
a. By-Law changes. President Linane and Commander Frega discussed several proposed changes (previously distributed via email to all members). After discussion on all issues, some revisions to the proposed changes were agreed upon. Consensus from all attending members was reached on the proposed changes. The changes will be incorporated into the By-Laws and a draft will be emailed to all members for review. The changes will be available in hard copy form for a first reading at the January installation dinner meeting. A second reading and vote for approval is expected at the February meeting.

b. Special Olympics Harley: (previously discussed in the Treasurer’s report).
XII. New Business:
a. New 2007 Slate of Officers: President Linane stated that if life members are approved to hold office, as proposed, the 2007 Slate of Officers are:
  • Chief Dan Callahan President
  • Lieutenant Joe Frega Vice President
  • Chief Jim Lamkin Secretary
  • Life Member Ed Dennis Treasurer
  • Deputy Chief Greg Anderson Sergeant at Arms
A motion was made by Chief Schira and seconded by Chief Eassa to nominate Dep. Chief Greg Anderson as the Sergeant-At-Arms and to approve Ed Dennis as the interim treasurer until such time as the By-Laws changes are approved which will allow for Life Members to hold office. Motion passed by unanimous voice vote.

b. Lt. Gohnke advised that there is an upcoming training session on Patrol Operations in a Changing Environment is scheduled for March 8th & 9th, at Aurora University. Flyers were disseminated. He also advised that A.U. needs squad cars and asked if anyone knew of any used ones available.

c. Coroner West advised that individual $1500.00 grants from the Kane County DUI Task Force are still available for this year. Requests are needed before 12-31-06. Flyers were disseminated.

d. President Linane reminded members that the January meeting/Installation Dinner would be held on Thursday, January 18, 2007, at the Riverview Banquets at 1900, cocktails at 1800, cash bar. Dinner tickets are available from Linda Hagemann. $25.00 each.
XIII. ADJOURNMENT: President Linane entertained a motion to adjourn the meeting. Cmdr. Thomas so moved. Chief Eassa seconded the motion. Voice vote was unanimous. Motion carried. Meeting was adjourned at 1:07 p.m.
