KANE COUNTY CHIEFS OF POLICE ASSOCIATION
MEETING MINUTES
I. CALL TO ORDER: President Callahan called the February 15, 2007 meeting to order at 11:48 p.m.
II. PLEDGE OF ALLEGIANCE: President Callahan led the Association in the Pledge of Allegiance.
III. INTRODUCTIONS: The Association welcomed all guests to the February meeting.
IV. APPROVAL OF MINUTES: President Callahan presented the Kane County Chief’s of Police Association meeting minutes of December 21, 2006 and January 18, 2007 for approval. Chief Shira made the motion to approve. Chief Linane seconded the motion. No discussion held. Voice vote was unanimous. Motion carried.
V. PRESIDENT’S REPORT:
President Callahan reported on a call he received from Reporter Kunz regarding the Drug Busters Program and she had spoken to John Barsanti. It is an issue to be further reviewed. DuPage County has used the program with no negative effects.
President Callahan received a letter from Karen McConnaughy inviting the Association to become a part of the Advisory Committee referencing the new E911 Steering Committee. It was short notice and he responded he would be the contact person. He stated he attended the first meeting. Request for proposals have been retained from approximately three reputable companies to evaluate the current E911 system. Sheriff Perez has been kept informed and the committee seems open to facilitating the county’s needs. A decision to choose one is the goal. A grant has been secured to initiate this first phase.
President Callahan received correspondence from Governors State University to make a presentation to the Association. They are opening up the Naperville Campus to facilitate officers in getting a Bachelor’s or Master’s Degree in Criminal Justice. This will be scheduled for a future meeting.
President Callahan suggested exploring the interest of having a group photo done. There is a firm out of Wheaton who sets everything up at no cost to the Association for taking the photo. A fee for purchasing of photo and they will also do individual photos. The association did do a number of years ago. If there is enough interest, he will coordinate to have done in the summer. Please e-mail him with your response.
President Callahan reported the DuPage Clerks office at the DuPage Chiefs Meeting did a short presentation on the new fine. For every conviction entered into the circuit court system based upon the judge’s determination, there is a $20 fee that goes back to the initiating agency for the replacement of squad cars. The condition is that it must be on a conviction in court after the determination by the judge and strictly applies to traffic charges written under state statutes only. If you adopt local ordinance, they will not adapt the $20 fine. There is a movement by the city managers associations and mayors associations to have it changed. It is strongly being pursued so that the $20 assessment would be applied toward squad car replacements.

VII. SECRETARY’S REPORT

VIII. TREASURER’S REPORT: Treasurer Ed Dennis presented the final 2007 Budget with Harley raffle. The budget reflects minor adjustments from December payout of bills. The Treasurer’s Report as of February 15, 2007 is as follows:
- Checkbook balance: $19,691.26
- Funds Available for Use: -$835.87
- Harley Raffle Fund: $527.13
- Bomb Squad Balance: $2,000
- Major Crimes Task Force: $2,000
- Arson Task Force: $2,000
- KCART: $2,000
- Scholarships: $5,000
As normal during this time, the funds available show a shortage because not enough funds have been received to date to pay for the commitments made for the year. The committed funds do not get paid out all at once and this is not an issue. Bills to pay include $200 for Harley bond, $25 for Harley license to Clerk’s office; $250 to Andersons for plaques; $295.01 to State Farm Insurance for Harley insurance, which is now in the associations’ possession; $64.00 to Universal Expressions for web maintenance; and annual membership dues to the Greater Cook County of Police Chiefs.
President Callahan entertained a motion to approve the payment of outstanding bills and to accept the February 2007 Treasurers Report. Chief Linane so moved. Chief Shira seconded the motion. Voice vote was unanimous. Motion carried.
IX. SERGEANT AT ARMS REPORT

X. COMMITTEE REPORTS:
A. Awards/Law Enforcement Ofc.: Chief Schmidt
It was reported the 30th Annual Officer of the Year Banquet and Awards Ceremony is scheduled for Thursday, May 10, 2007, 7:00 p.m. at the Fox Valley Country Club located at 2500 North Route 25 in North Aurora. Detailed information will be sent out in late February.
B. Court Liaison: Commander Groom

C. Events/Golf: Commander Frega
Commander Frega reported he received a nice thank you card and a receipt from the Salvation Army thanking the association for the donation of $1,000.
Commander Frega reported fundraising for the golf outings starts in February and through May. As noted previously, there has been a decline from $14,000 to $9,000 for last year in revenue. This correlates directly with the loss of sponsorships which is the lack of membership participation in acquiring and maintaining sponsors. With the President’s permission, he will be contacting the Elgin and Aurora departments to recruit a member to serve on the committee. They are the bigger towns who have more to draw from. The Spring Swing will be held again, no sponsorships needed, and set for Wednesday, May 9th tentatively set for Mill Creek. The annual Chief’s summer outing is scheduled for Tuesday, July 24th tentatively set for Mill Creek. There seems to be no conflicts with conferences. Issues with the July outing; we no longer have two courses and therefore, no reason to leave the golf course for a banquet. However, Mill Creek is more expensive for dinner. They have offered to take off $10 for the price of golfing to offset the dinner cost. Hughes Creek was also considered. They are affordable, but cannot support 160 for the dinner without putting a tent up outside to hold. The association has always hesitated to hold dinners outside due to weather. Any comments or suggestions are welcomed. He noted he will move forward with contacting Aurora and Elgin. It is important for the members to realize we cannot sustain our commitments at the current revenues. President Callahan stated that Joe and his committee have always worked hard to find revenue and committed support to contacting the larger departments for help in this area.

H. Major Crimes Task Force/K-CART:
Deputy Chief Gillette reported over 700 hours of time has been worked. They helped take a case with virtually no evident and built a case working. The case is still moving forward. They are doing outstanding work.
I. Police Week: Commander Anderson

J. Regional Chiefs: Chief Montalbano
Chief Montalbano reported he has raffle tickets for sale this year and Chief Shira has offered to help sell tickets. Please see either one. He stated through the e-mail tree, training information has been sent out to all chiefs.
K. Scholarship: Commander Thrun
It was reported that applications have been sent out for scholarships. Please post within department.
L. Special Projects: Commander Cannon

M. Special Olympics: Commander Jannusch
Commander Jannusch stated Leg 13 came in second in State next to Leg 5 in fundraising. This is accomplished through commitment. He stated he has multiply family issues and will not be able to dedicate as many hours in the past years. Linda Hagemann always supports, but she will need help and cannot take on as much as her husband will be having back surgery. This is a turning point for leg 13 and there are lots of changes. He stated he is reaching out to the new chiefs and command staff to rededicate a person from the department to step up and keep the movement going. He reminded the members that the kick off in Bloomington was Friday, February 16th and to send a representative from their departments to get involved. If anyone is interested in stepping up to projects, please see him. Also, the Special Olympics Kick Off Lunch for the Association is March 7th at 11:00 a.m. at Riverview and to get your count in for attendance. Linda sent out an e-mail. The Association pays for the lunch. Please step up and serve this cause.
N. Technology: Deputy Chief Gillette
Deputy Chief Gillette reported that three forums have been held and going well. Thanked for their participation. Deb Seyller sent out the request for proposal for review by the Technology Committee for input for the electronic ticket printing program and in process of reviewing. This will be a big change for the county and all departments. It will affect department budgets. He stated he has a copy of the proposal for those who have not seen. The Clerk’s office needs this and will be happening in the future.
O. Training: Director Lawler
It was reported that Dan Maloney is helping to get the schedule going.
XI. UNFINISHED BUSINESS:
President Callahan stated a first reading of the by-laws was completed in December. A very brief review of the by-law changes was held by Vice President Frega. He stated that the changes have been passed along numerous times and discussions held. Vice President Frega stated in order to facilitate a second reading, the proposed changes shall be:
- Include six classes of membership; add a law enforcement class
- Active membership class would include the Chief Judge, Clerk of the Circuit Court and the Chief Deputy Coroner.
- Only active and life members who came from the active class in good standing shall be entitled to vote; one vote per every active or life member.
- Law Enforcement membership category would include sworn management staff of Kane County Law Enforcement Agencies who hold the rank of Sergeant or above and are not otherwise eligible for active membership. Only when the chief executive of the department approves the application on an annual basis.
- Law enforcement administrator/command officer of agencies of any adjacent county.
- Active members of federal law enforcement agencies stationed or have jurisdictions in Kane County….shall have all the privileges of active membership except of holding office and voting.
- Major change to Life Membership: Any active law enforcement or associate member in good stand with the association and who has served the association with honor and distinction for a period of five years or more will become ineligible for membership due to a change in employment status may be granted life membership in the class from which previously a members. (Life membership from active member; life membership from the associate member, etc.)
- All active members and life members must submit a renewal application annually, whether dues are required or not to remain eligible to vote.
- Change of dues previously approved to $40 per year.
Chief Montalbano addressed the association strongly opposing various changes. He did not agree with inclusive of various new members, suggested by-law committee should be making changes and not the board, and retired members holding office should contribute. Discussion was held by members addressing issues facing the association. President Callahan thanked Chief Montalbano for his thoughts and respect his opinions presented in the matter.
President Callahan asked for a motion and for the good of the order, a ballet vote would be held. Chief Shira moved to approve the proposed Constitution and By-Law of the Kane County Chiefs of Police Association as presented. Chief Linane seconded the motion. No further discussion was held. A ballot vote was executed. The changes to the By-Laws passed; 20 Ayes, 7 Nays, 0 Abstentions. Motion carried.
Chief Linane addressed the association on the 2006 wage benefit and equipment report he held on behalf of the association. He brought copies for those who did not receive and commented on the difficulty in getting various departments to participate he encountered. It took about four or five months and a very big task. The report will reflect some departments who never responded. Please take a copy to use for your benefit.
Sheriff Perez thanked Mike Gillette for taking over the MCTF.
XII. NEW BUSINESS:
President Callahan reported South Elgin holding a Corned Beef and Cabbage fundraiser on Friday, March 16th at the South Elgin Lion’s Club to benefit Special Olympics.
President Callahan entertained a motion to approve funds to sponsor the Kane County Chief’s Association Special Olympics Kickoff Luncheon to be held on Wednesday,
March 7th. Commander Jannusch so moved. Commander Thrun seconded the motion. Voice vote was unanimous. Motion carried.
Presentation by Redflex Traffic Systems was given to the association regarding a photo enforcement program.
XIII. ADJOURNMENT: President Callahan entertained a motion to adjourn the meeting. Cmdr. Thomas so moved. Chief Shira seconded the motion. Voice vote was unanimous. Motion carried. Meeting was adjourned at 12:38 p.m.
