KANE COUNTY CHIEFS OF POLICE ASSOCIATION
MEETING MINUTES

I. Call to Order: President Linane called the June 15, 2006 meeting to order at 12:07 p.m.

II. Pledge of Allegiance: President Linane led the Association in the Pledge of Allegiance.

III. Introduction of Guests: The following were welcomed to the Association at the end of the meeting:

  • John Albertson, Retired Commander from the Batavia Police Department.
  • Commander Mike Langston from the Aurora Police Department.
  • Sergeant John Ginero from the Sugar Grove Police Department.
  • Chief Roy Garcia of the Aurora University Police Department.

IV. Approval of Minutes: President Linane presented the Kane County Chief’s of Police Association meeting minutes of May 18, 2006 for approval. Chief Pena made the motion to approve. Chief Sauer seconded the motion. No discussion held. Voice vote was unanimous. Motion carried.

V. President's Report: No report.

VI. Vice President's Report: No report.

VII. Secretary's Report: No report.

VIII. Treasurer's Report: Treasurer Ed Dennis summarized:

  • Checkbook balance: $43,280.30
  • Harley Raffle Fund: $36,714.56
  • Bomb Squad Balance: $219.30
  • Major Crimes Task Force: $1,878.59
  • Arson Task Force: $1,141.18
  • KCART: $1,023.16
  • Scholarship: $3,000.00

Treasurer Dennis reported that Commander Acosta is requesting KCART funds for the purchase of training vest for traffic for the KCART unit in the amount of $456.87. Chief Lampkin so moved. Chief Montalbano seconded the motion. No further discussion. Voice vote was unanimous. Motion carried.

President Linane entertained a motion to accept the May 2006 Treasurer’s Report. Chief Lampkin so moved. Chief Montalbano seconded the motion. No further discussion. Voice vote was unanimous. Motion carried.

IX. SERGEANT AT ARMS REPORT
No report.


X. Committee Reports:

A. Court Liaison: Commander Gilloffo
No report.

B. Regional Chiefs: Chief Montalbano reported on the IACP Executive Board Meeting as follows:

  • It was voted to increase dues from $135 to $200 effective January 2007.
  • The building that the IACP owns in Springfield was briefly discussed. It was purchased at $370,000 and currently can sell at $371,000. It is being considered whether it is more economical to rent versus own. No decision was made.
  • On July 18th from 8:30 a.m. – 3:00 p.m. there will be an Ethics and Criminal Justice seminar to be held at Pheasant Run in St. Charles. The cost is $50. Can go on-line to sign up.

President Linane reminded all that the association is thinking of raising the dues. Chief Pena stated that the Board members took a hard look at the membership structure. The IACP had done away with telemarketing and no answer surfaced. Now there was less money coming in. Although telemarketing has been reinstated, it has been 13 years since the last membership dues was increased. They are looking further at agency dues versus individual dues. When the increase was announced, there were calls and the response by IACP when asked by the member what do we (IACP) do for them, it was asked: 1. What do you want? and 2. What is your activity in the IACP? He stated that IACP is active in legislative, such as the racial profiling issue.

C. Training: Director Lawler
No report.

D. Special Projects: Commander Cannon.
No report.

E. Awards/Law Enforcement Officer of the Year: Chief Schmidt
No report.

F. Events/Golf: Secretary Frega reported:

  • If you wish to receive the right size shirt for the golf outing, please get your money and order in by June 28th.
  • All members were e-mailed the sponsor letter. If you deleted your e-mail, hard copies of the sponsor letter is available after the meeting. He could not stress enough the need for sponsors, as this will determine what the association can do in funding.

G. Special Olympics: Commander Jannusch reported:

  • Sunday, June 11, was the Torch Run for Leg 13. It was a 4-mile run. He stated it was successful in that it went smoothly, but there were only 40 runners and many departments were not represented. Those that did run thought it was good.
  • Summer Games for 2006 is this weekend, June 16, 17, and 18 in Bloomington. Please send someone down.
  • Sales of the Harley Raffle tickets are down compared to this time last year. There is a level of commitment and ask that you continue to sell the tickets.
  • The monthly Harley raffle ticket drawing was held and Mark Hamilton of Springfield was this month’s winner.
  • Joe Pena stated that the Association benefits from the hard work of Dave Jannusch and Linda Hagemann and great appreciation needs to be extended for their commitment. He stated that we are all committed to time. June 24th is the run that will be coming through Elgin. He requested departments to please send a car. Harley ticket sales are down since last year and encouraged all to sell tickets.

H. Legislative: Open
Information regarding racial profiling and squad car legislation was presented.

I. Major Crimes Task Force/K-CART: Captain Acosta
A training project with NEMRT is being pursued where the training would be certified through them. A warrant sweep is scheduled and Commander Acosta requested departments to send a copy of the list of warrants to the representative.

J. Juvenile Justice: Chief Pena.
Chief Pena informed the association that they have not met yet.

K. Scholarship: Commander Thrun
Linda Hagemann requested that the Association consider opening the scholarships to the members of the association as it currently is only for law enforcement officers. Commander Thrun stated that this would be considered.

L. Police Week: Lt. Rusty Sullivan
No report.

M. Jail Committee: Chief Linane
President Linane stated that there is consideration of moving the Sheriff’s office to the new county facility.

N. Technology: Commander Gillette
Deputy Chief Gillette stated that work is starting to pick up and asked that the association acknowledge the commitment of time and work being given to move the committee along. A presentation will be scheduled on electronic delivery at a future KCCPA meeting.

XI. Unfinished Business: Secretary Frega stated that a survey would be put out in August regarding increase in dues to be discussed at the August meeting.

XII. New Business:
No new business presented.

XIII. ADJOURNMENT: President Linane entertained a motion to adjourn the meeting. Commander Thomas so moved. Chief Pena seconded the motion. Voice vote was unanimous. Motion carried. Meeting was adjourned at 12:42 p.m.
