I. Call to Order: President Linane called the March 16, 2006 meeting to order at 12:17 p.m.
II. Pledge of Allegiance: President Linane led the Association in the Pledge of Allegiance.
III. Introduction of Guests: John Shipro of Sugar Grove was welcomed. Chief Merritt introduced Deputy Chief Jerry Krawczyk and entertained a motion to accept Deputy Chief Krawczyk as a member to the Association. Chief Merritt stated that his dues have been paid and he has volunteered to serve on the Technology Committee. President Linane concurred. Chief Anderson moved to approve the membership of Deputy Chief Krawczyk to the Association. Chief Callahan seconded the motion. Voice was unanimous. Motion carried. Sergeant Todd Fulton of Huntley Investigation Department was welcomed.
IV. Approval of Minutes: President Linane presented the Kane County Chief's of Police Association meeting minutes of February 16, 2006 for approval. Chief Merritt made the motion to approve. Commander Thomas seconded the motion. No discussion held. Voice vote was unanimous. Motion carried.
V. President's Report: No report.
VI. Vice President's Report: No report.
VII. Secretary's Report: Secretary Frega reported that approximately 20% of membership dues have not been received. Applications are on the web, as well as hard copies available now. If you did not get a meeting reminder, please get your e-mail address to him for the database.
VIII. Treasurer's Report: Treasurer Ed Dennis summarized:
- Checkbook balance: $19,864.13
- Harley Raffle Fund: $7,009.56
- Bomb Squad Balance: $219.30
- Major Crimes Task Force: $2,414.52
- Arson Task Force: $4,778.00
- KCART: $1,390.00
- Scholarship: $5,000
- Special Project Pena: $5,233.32
- Reviewed checks issued in the amounts of $705.80 for special projects Pena; $340.00 to Riverview for luncheon for Torch Run kickoff lunch for Special Olympics, $200 to Pinnacle for Harley raffle bond. In addition, deposits were made in the amount of $5,870 for Harley tickets and $60 for dues.
President Linane entertained a motion to accept the March 2006 Treasurer's Report and approve the payment of bills as presented. Chief Schmidt so moved. Chief Merritt seconded the motion. Voice vote was unanimous. Motion carried.
At this time Chief Dennis reported that Deputy Chief Gillette of Carpentersville called him to submit his reports as he would be unable to attend the meeting due to municipal meetings; specifically:
- Major Crimes Task Force has had no call outs. Training is complete and all are updated. Waiting for call outs.
- Technology Committee: New members are coming aboard and on track. Committee should be up and running by the next meeting.
IX. SERGEANT AT ARMS REPORT

X. Committee Reports:
A. Court Liaison: Deputy Chief Fuller
President Linane reported that Mike Fuller will be retiring and stepping down from two committee positions. Chief Powell reported that there are some personal issues at this time that requires him to step down, but he anticipates remaining a member. Sergeant Gilatto has offered to step into the Legislative Committee position leaving the Court Liaison chair open.
B. Regional Chiefs: Chief Montalbano gave a briefing on the NSA, Federal Armor of the Department of Energy on the transportation of nuclear material. He obtained a video that was presented at the Greater Cook County's Chiefs of Police Association and has given one out to everyone present. Please see him if you have not received. He encouraged everyone to show video at roll call.
C. Training: Director Lawler

D. Special Projects: Commander Cannon.
No report.
E. Awards/Law Enforcement Officer of the Year:
Chief Schmidt reported that tickets for Officer of the Year banquet will go on sale the first week of April. The date is Thursday, May 11th. Nominations are due two weeks from Monday, April 3rd. Function will be held Thursday, May 11th. He reported that he is working on special recognition that was approved at the last meeting and asked to please send in any nominations.
F. Events/Golf: Lieutenant Frega reported that Tuesday, May 9th is the date of the Spring Swing Golf Outing to be held at Mill Creek. Flyers will go out next week.
G. Special Olympics: Commander Jannusch
Police Liaison Linda Hagemann reported that the Special Olympics kick off was held three weeks ago and there was great attendance. Only three departments were not represented. Two weekends ago the Polar Plunge was held and $500,000 was raised by the State. Twenty-three officers in Kane County jumped that included Chief Dennis and Chief Merritt. The Harley Davidson Early Bird drawing was held and Keith Wright of South Elgin won the $100.
H. Legislative: Deputy Chief Fuller.

I. Major Crimes Task Force/K-CART: Captain Acosta.

J. Juvenile Justice: Chief Pena.

K. Scholarship: Commander Thrun reported that the scholarship applications were sent out. The deadline is April 1st.
L. Police Week: Lt. Rusty Sullivan
Commander Anderson reported that Chief Lamkin is the guest speaker for this year. The event is scheduled for May 15th. President Linane stated that phone calls will be made directly to each department to see who will be represented. This is to make sure that when the lighting of the candles is being done, we will know who will be represented. He stated that a short DVD presentation will be showing as a montage of law enforcement in Kane County for this particular memorial service. Please have a representative from your department.
M. Jail Committee: Chief Linane
President Linane stated that the decision has been made to build. Aesthetics is the issue at this time and much money was spent on landscaping to protect the view from the opposition of residents. It is moving forward
N. Technology: Deputy Chief Gillette
President Linane reiterated that new members are coming aboard; Jerry Krawczyk from South Elgin and Jim Duffy from Elgin. This committee is in conjunction with the group from Deb Seyller, County Clerk's office. There is technology in other counties that we would want to stay informed of; such as ticket writers, and normal operable issues such as radios, CAD systems, homeland security, and laptop computers to name a few.
He noted that Deb Seyller has put out a survey that all departments should have received. Please fill it out and return as soon as possible. Deb Seyller stated that Chief Merritt has contact with a ticket company to come and propose their system.
XI. Unfinished Business: No unfinished business was discussed.
XII. New Business:
Police Liaison Linda Hagemann of the State's Attorneys Office stated that there was a CIT training-planning meeting scheduled for 10:30 a.m. on Monday, March 20th. Due to lack of commitment, it was cancelled. An upcoming planning committee meeting is re-scheduled for April 4th. Judge Hudson stated that he would be willing to intercede and keep on track. The issue is that when NAMI set up training they are doing it at a week at a time and it is not feasible for the departments to tie up personnel for that length of time. Various departments expressed the same concern with regards to the amount of time being requested for training. Police Liaison Hagemann stated that the meeting in April is to get back feedback as there is a 40-hour training session scheduled in May. She suggested possibly having a representative from the Association attend to express this concern.
Lieutenant Frega stated that at the recent Tri Com Meeting a question was raised concerning the conflict with the newly created ILEAS callout procedure verses the Kane County Emergency Aid Plan. Lt. Frega requested members to consider whether the Kane County plan should be disbanded in lieu of ILEAS. Future discussion should include maintaining the current inter-governmental agreements between Kane County agencies so as to provide for other joint efforts such as the Major Crimes Task Force, etc., and simply discontinue using the emergency call out list for mutual aid. The resource list should continue to be maintained and updated annually. In many cases, ILEAS members have closer jurisdictions when assistance is needed (Example: West Chicago (ILEAS agency) is close to Geneva, St. Charles and Batavia but is not on the Kane County Emergency Aid call out list). Lt. Frega will bring the topic up with a motion to open formal discussion at the April meeting.
President Linane stated that he had discussion with Chief Sauer regarding the difficulty in maintaining and updating policy and procedures. Chief Sauer presented information to the Association regarding the importance of agencies coming together with consistent policy and procedures. He spoke of Lexipol, a company out of California that provides such services to public safety agencies. He passed out a letter detailing information. Any department that did not get a copy of the information should contact him.
XIII. ADJOURNMENT: President Linane entertained a motion to adjourn the meeting. Chief Montalbano so moved. Chief Merritt seconded the motion. Voice vote was unanimous. Motion carried. Meeting was adjourned at 12:52 p.m.
