KANE COUNTY CHIEFS OF POLICE ASSOCIATION
MEETING MINUTES

I. CALL TO ORDER: President Callahan called the March 15, 2007 meeting to order at 12:02 p.m.

II. PLEDGE OF ALLEGIANCE: President Callahan led the Association in the Pledge of Allegiance.

III. INTRODUCTIONS: The Association welcomed all guests to the March meeting.

IV. APPROVAL OF MINUTES: President Callahan presented the Kane County Chief's of Police Association meeting minutes of February 15, 2007 for approval. Commander Thrun made the motion to approve. Chief Merritt seconded the motion. No discussion held. Voice vote was unanimous. Motion carried.

V. PRESIDENT'S REPORT:
President Callahan received correspondence from Governors State University to make a presentation to the Association. They are opening up the Naperville Campus to facilitate officers in getting a Bachelor's or Master's Degree in Criminal Justice. This will be scheduled for a future meeting.

VI. VICE PRESIDENT'S REPORT
No report.

VII. SECRETARY'S REPORT
Secretary Lamkin noted membership roster is still being updated. He presented the association with new members seeking approval for membership:
  • Judge Bill Weir
  • Terry Mee, East Dundee
  • Joseph Perez, Master Sergeant for North Central Narcotics Task Force
  • Pat Perez, Sheriff
  • Steve Ziman, Under Sheriff
  • David Wagner, Lieutenant
  • Steven Huffman, Sergeant

President Callahan entertained a motion to waive the 30-day waiting period as dictated by the By-Laws for the noted membership applicants. Chief Merritt so moved; Chief Eassa seconded the motion. Voice vote was unanimous; motion carried.

Secretary Lamkin entertained a motion to approve the seven applications presented to the association for membership. Chief Linane so moved; Chief Eassa seconded the motion. Voice vote was unanimous; motion carried.No report.

VIII. TREASURER'S REPORT: Treasurer Ed Dennis presented March payouts of bills.
The Treasurer's Report as of March 15, 2007 is as follows:
  • Checkbook balance: $16,736.83
  • Funds Available for Use: -$485.29
  • Harley Raffle Fund: $4,222.12
  • Bomb Squad Balance: $2,000
  • Major Crimes Task Force: $2,000
  • Arson Task Force: $2,000
  • KCART: $2,000
  • Scholarships: $5,000

President Callahan entertained a motion to approve the payment of outstanding bills and to accept the March 2007 Treasurers Report. Chief Merritt so moved. Chief Eassa seconded the motion. Voice vote was unanimous. Motion carried.

Since receipts for the lunch are not available, it will be e-mailed out.

IX. SERGEANT AT ARMS REPORT
No report.

X. COMMITTEE REPORTS:

A. Awards/Law Enforcement Ofc.: Chief Schmidt
Chief Schmidt reported the 30th Annual Officer of the Year Banquet and Awards Ceremony is scheduled for Thursday, May 10, 2007, 6:00 p.m. dinner, 7:00 p.m. presentations at the Fox Valley Country Club located at 2500 North Route 25 in North Aurora. The notice sent out first was the call for nominations. Please get those in as soon as possible. Ticket prices have increased to $30 per person. A decision was made this year that due to the number of nominees, each department will need to determine if they will pick up the dinner for their nominee(s) and their spouse(s). In the past it was paid for by Mooseheart, but it has become costly. Also, the goal this year is to get more elected officials involved and asked all to pass up the invitations. The committee is still looking for a keynote speaker. If anyone has an idea, please pass it along.

B. Court Liaison: Commander Groom

C. Events/Golf: Commander Frega
Commander Frega reported the Spring Swing is set for Wednesday, May 9th. Flyers will be sent out via e-mail within the next week.

D. Jail Committee: Chief Linane

E. Juvenile Justice: Member Pena

F. KCITS/TMC Steering Committee: Commander Kintz
No report.

G. Legislative: Commander Langston
No report.

H. Major Crimes Task Force/K-CART:
No report.

I. Police Week: Deputy Chief Anderson reported the speaker is set for the Monday night event; he is a member of families of police survivors. Chief Callahan will be Master of Ceremonies; flyers will be out next month.

J. Regional Chiefs: Chief Montalbano

K. Scholarship: Commander Thrun
No report.

L. Special Projects: Commander Cannon
No report.

M. Special Olympics: Commander Jannusch
Linda Hagemann reported the kick off lunch held on March 7th went well. Recently the Polar Plunge was held with a very good turnout: 5 jumpers from South Elgin, 5 from Elgin, 2 from Carpentersville, 1 from St. Charles, and 6 from SAO. The drawing for the Harley was held; the winner is Albert Franco of Chicago

XI. UNFINISHED BUSINESS:

XII. NEW BUSINESS:
Chief Judge Hudson reported that Alliance Against Intoxicated Motorist (AAIM) approached him to commence a Drunk Busters Program in Kane County. Citizens report possible drunk drivers to the police; the dispatcher relays the report to squads in area; squads locate and observe possible drunk driver and act based on observation. If report resulted in an arrest, the citizen requests a written confirmation from the police and is then eligible for a $100 reward. No decision has been made and soliciting the input of the Chiefs. DuPage does have a successful program. He asks that you contact Clint Hull or John Barsanti at the State's Attorneys Office with your input. Brochures were available on the program.Presentation by Redflex Traffic Systems was given to the association regarding a photo enforcement program.

President Callahan noted that Linda Hagemann's husband is scheduled for back surgery and asks all to keep them in prayer.

Clint Hull reported that Sue Norris had back surgery about three weeks ago. Again, any issues with staff, to contact him. They are doing their best and missing Sue. Please keep her in your thoughts and will be returning to work soon.

Linda Hagemann reported that all might have gotten an e-mail regarding the memorial service at Mooseheart. The slide presentation will be done again this year and seeking 5-10 pictures or DVD from each department as soon as possible. Always looking for new committee members and have gotten a few. Also working on the candle light ceremony and moving it along. Please send disc or e-mail to Linda.

President Callahan asked if the Executive Committee could stay after for a few minutes.

XIII. ADJOURNMENT: President Callahan entertained a motion to adjourn the meeting. Chief Merritt so moved. Chief Linane seconded the motion. Voice vote was unanimous. Motion carried. Meeting was adjourned at 12:24 p.m.
