KANE COUNTY CHIEFS OF POLICE ASSOCIATION
MEETING MINUTES

I. Call to Order: President Linane called the May 18, 2006 meeting to order at 12:05 p.m.

II. Pledge of Allegiance: President Linane led the Association in the Pledge of Allegiance.

III. Introduction of Guests: The following were welcomed to the Association:

  • Deputy Chief Thomas introduced the new Police Chief of Batavia, Gary Schira.
  • Greg Thrun introduced Scott Burkett, father of Lindsey Burkett, a scholarship recipient. Lindsey is at Taylor University and could not be in attendance. He introduced Hillary Blahnik, the second scholarship recipient.

IV. Approval of Minutes: President Linane presented the Kane County Chief's of Police Association meeting minutes of April 20, 2006 for approval. Chief Pena made the motion to approve. Chief Callahan seconded the motion. No discussion held. Voice vote was unanimous. Motion carried.

V. President's Report: President Linane stated that the Law Enforcement Officer of the Banquet went very well and thanked Chief Schmidt for all his hard work, as well as Linda Hagemann. He then reported that the Memorial Service was wonderful and thanked Commander Andersen and Deputy Chief Sullivan for all their hard work. He also commended Linda Hagemann for the Association on the video presentation. She was the lead person in gathering all the photos and working to complete the presentation. Also commended was Joe Hynack who put the presentation together for the Association. Linda Hagemann stated that copies are available and if any department wishes a copy, to please call her to reserve a copy.

VI. Vice President's Report: No report.

VII. Secretary's Report: Secretary Frega reported:

  • New rosters are complete and available; please pick up at the table after the meeting. Please review to confirm the information is correct.
  • KCCPA membership cards that have not been picked up please see him after meeting. He read off the names of those remaining.
  • He presented two new members to the Association for approval. Secretary Frega made a motion to accept the applications of Gary Schira, Batavia Police Chief, and Daniel Meyers, Montgomery Deputy Chief as members of the Association and to waive the 30-day waiting period as dictated by the By-Laws. Commander Thomas seconded the motion. Voice vote was unanimous. Motion carried

VIII. Treasurer's Report: Treasurer Ed Dennis summarized:

  • Checkbook balance: $29,425.17
  • Harley Raffle Fund: $22,724.56
  • Bomb Squad Balance: $219.30
  • Major Crimes Task Force: $2,414.52
  • Arson Task Force: $1,141.18
  • KCART: $1,390.00
  • Scholarship: $5,000.00

Treasurer Dennis reported that he has a request before the Association for the expenditure of funds. Commander Acosta is requesting $366.84 be expended from the K-CART balance for the purchase of Walkie Talkies, and $535.93 from the Major Crimes Task Force funds for pad booklets. Chief Sauer moved to approve the expenditures as requested. Chief Montalbano seconded the motion. No further discussion. Voice vote was unanimous. Motion carried.

President Linane entertained a motion to accept the April 2006 Treasurer's Report. Chief Callahan so moved. Chief Pena seconded the motion. Voice vote was unanimous. Motion carried.

Treasurer Dennis reported that the annual audit is due in April and a three-month extension has been requested. He will be meeting with the CPA next month to prepare the audit.

IX. SERGEANT AT ARMS REPORT

X. Committee Reports:

A. Court Liaison: Commander Gilloffo

B. Regional Chiefs: Chief Montalbano

C. Training: Director Lawler

D. Special Projects: Commander Cannon.

E. Awards/Law Enforcement Officer of the Year: Chief Schmidt stated that this year there were 19 nominations and six special recognition awards. The Law Enforcement Officer of the Year went to Special Agent Ray Rubenstein, Jr., who was the lead in the Ryan Investigation. He thanked Chief Pena for stepping in as the guest speaker and doing a great job. He thanked Linda Hagemann who stepped up and made many phone calls. This was the best turnout and thanked all for their support. He asked if there is any criticism, concerns or suggestions for next year's event, please e-mail him or call him.

F. Events/Golf: Secretary Frega reported:

  • The Spring Swing was very successful and $2,810 was the profit after all bills were paid out. He thanked Linda Hagemann for handling the raffle tickets.
  • (editor's note: The golf outing has now been changed to July 25th) He reported that the KCCPA Golf Outing is scheduled for August 2nd, Wednesday. This is the big event. Right now there is a conflict with the IACP conference. It is important to have attendees and sponsors. We have been losing sponsors which are critical to realizing our annual profits. No money is made on ticket sales as ticket money is all spent on giveaways, golf & dinner - each golfer gets $100 worth returned for the $100 ticket price. He is requesting that each department please assign an officer to solicit sponsors. More to come in the near future regarding soliciting new sponsors.

G. Special Olympics: Commander Jannusch reported:

  • Cop on Top is Friday, May 19th at all participating Dunkin Donuts. There were twelve Kane County sites that will be participating in this statewide event.
  • June 11th is the Leg 13 Torch Run. This year one massive run will be held. It will start at the Elgin Police Department in the parking area run through Elgin to Route 31 and into West Dundee. The total run is approximately 4.3 miles and will end in the park where a picnic will be held. The run will gather at 10:00 a.m. with kick off to run at 10:30 a.m. The total run should take approximately one hour. The idea is to have one massive blitz and not have officers require a full day to get through all the towns. The goal is to have 100 runners and lots of media coverage while taking the stress off all agencies. If successful, the idea is to move the run from year to year throughout the county.
  • Friday, June 17th is the final leg in Bloomington where the run goes into the stadium and the torch handed off to the Special Olympics Olympians. He encouraged all to get involved and come down; it is very moving.
  • Hillary Blahnik assisted in the Harley drawing and the winner was Mike Willery from St. Louis, MO.

H. Legislative: Commander Gillette

I. Major Crimes Task Force/K-CART: Captain Acosta
Commander Acosta reported that he will be able to stay on for the next year and requested agencies to submit resumes to him for those individuals who may be interested in taking over the Major Crimes Task Force.

J. Juvenile Justice: Chief Pena.

K. Scholarship: Commander Thrun

L. Police Week: Lt. Rusty Sullivan
No report.

M. Jail Committee: Chief Linane
No report.

N. Technology: Commander Gillette

  • Deputy Chief Gillette introduced Detective Steiner, who has been working hard on the Technology Committee for the Association. The Association welcomed him.
  • He stated that it is important for the Association to know that it takes a lot of time to make this committee work and thanked all the chiefs for allowing their departments to take the time and allow them to serve. He stated that the there are six fundamental foundations to the committee: Communication, cooperation, goal of uniformity, to pass on information, save costs, and make recommendations to the group to gain the uniformity. He stated that they are working with Deb Seyller of the Circuit Clerks office on electronic ticketing. This is a sensitive issue because not all agencies are at the same level. In working together, the goal is to provide input and obtain that goal of uniformity. The next meeting is scheduled for Thursday, May 25th at 10:00 a.m. at Deb Seyller's office. The committee is right now five strong and looking for more people to serve this committee. It is not necessarily the computer savvy of the department, but one that can communicate information and bring the right people to the meetings when necessary. Please consider allowing a representative from your department to serve this committee.

XI. Unfinished Business: President Linane stated that the committee to pick the new Major Crimes Task Force leader will be put on hold since Commander Acosta has agreed to continue in that roll for the remainder of the year. However, we will continue to accept applications for the position.



XII. New Business:
Chief Anderson, on behalf of IDOT, reported that at the last meeting he informed the Association about grants with a deadline date of May 15th-that has come and gone. However, IDOT has come out with a new enforcement grant. This is a departure from what IDOT usually does. It is a speed enforcement grant and the deadline is June 5th. It is to reduce accidents through speed enforcement. It is a little more complicated and the grant must be used within six months. For information, log onto the IDOT website.

Linda Hagemann thanked Denny Anderson for all the work he did with regards to the Police Memorial and the candles

XIII. ADJOURNMENT: President Linane entertained a motion to adjourn the meeting. Chief Montalbano so moved. Chief Pena seconded the motion. Voice vote was unanimous. Motion carried. Meeting was adjourned at 12:47 p.m.
