I. Call to Order: President Linane called the September 21, 2006 meeting to order at 12:33 p.m.
II. Pledge of Allegiance: President Linane led the Association in the Pledge of Allegiance.
III. Introduction of Guests: The Association welcomed all guests to the September meeting.
IV. Approval of Minutes: President Linane presented the Kane County Chief’s of Police Association meeting minutes of August 17, 2006 for approval. Chief Pena made the motion to approve. Chief Callahan seconded the motion. No discussion held. Voice vote was unanimous. Motion carried.
V. President's Report: No report.
VI. Vice President's Report: No report.
VII. Secretary's Report: Secretary Frega reported that Lieutenant Michael Gohlke of Aurora University made application for membership. He has paid his dues. Secretary Frega made a motion to accept the application of Lieutenant Gohlke to the Association and to waive the 30-day waiting period as dictated by the By-Laws. Chief Pena seconded the motion. No further discussion. Voice vote was unanimous. Motion carried.
VIII. Treasurer's Report: Treasurer Ed Dennis summarized:

Treasurer Dennis reported on bills paid out since last meeting; specifically, Hughes Creek Golf Course, $9008.00; Initial Impressions, $507.00; Hot Shots, $231.00; Valley Golf, $1,150.00; Universal Expressions-web, $64.00; total gross receipts submitted by Linda Hagemann for Kane County State’s Attorney Golf Outing is $15,463.00. With a final bill yet to come, it is estimated that there will be approximately $5,000 profit for Special Olympics. He stated that the auditors recommend that the funds in the account should not go over $100,000; therefore, Treasurer Dennis entertained a motion to write a check in the amount of $40,000 to Special Olympics. Chief Montalbano so moved. Chief Merritt seconded the motion. No further discussion. Voice vote was unanimous. Motion carried.
President Linane entertained a motion to accept the September 2006 Treasurer’s Report. Chief Callahan so moved. Chief Merritt seconded the motion. No further discussion. Voice vote was unanimous. Motion carried.
IX. SERGEANT AT ARMS REPORT
President Linane stated a card was sent on behalf of the Association to Sergeant Jack Rood of Gilberts
X. Committee Reports:
A. Court Liaison: Commander Groom

B. Regional Chiefs: Chief Montalbano reported on the following:
- Those departments that have tasers or have thought of purchasing them, there is a meeting on October 2nd and 3rd being hosted by the Chicago Police Department in Chicago on “Taser Use of Force, Risk Management and Legal Strategies for Chiefs, Sheriffs, Risk Managers and Legal Advisors.” A flyer is available after the meeting.
- A flyer is available with the COD Suburban Law Enforcement Academy dates for 2006, 2007 and 2008.
- Flyers are available regarding various COD Suburban Law Enforcement Academy training classes for this year.
- The COD Suburban Law Enforcement Academy facility is crowded and relocation of the SLEA into amount building is being proposed. It would include all necessary facilities for Basic Academy training along with classrooms for SLEA continuing education.
C. Training: Director Lawler
No report. At this time Steve Simms, from the Kane County State’s Attorneys office addressed the Association. On behalf of the Kane County DUI Task Force, he informed the Association that training for DUI officers will be held on Thursday, October 19, 2006 from 7:30 a.m. to 4:45 p.m. on ECC, Seigle Auditorium and gave detailed presentation. In summary, training topics include a review of the correct administration of the standardized field sobriety tests; review of the paperwork associated with DUI arrests; and how to recognize a drug impaired driver. Registration deadline is Friday, October 13th. He stated that a flyer is available after the meeting to bring back.

G. Special Olympics: Commander Jannusch - no report. On behalf of Commander Jannusch, Chief Pena thanked the State’s Attorneys Office and in particular, Linda Hagemann, for a great golf outing. It was a great day for all. The Harley Early Bird Drawing was held and Marianne Sullivan out of Joliet was the winner. Chief Pena stated that the drawing for the Harley will be held in October. Please get all tickets in and all hats, shirts and pins.
H. Legislative: Commander Langston

I. Major Crimes Task Force/K-CART: Commander Acosta

J. Juvenile Justice: Chief Pena.
Chief Pena reported that a meeting is scheduled for the end of the month. They will be moving forward with the teen jurors’ project.
K. Scholarship: No report. President Linane advised that a meeting needs to be scheduled by the Executive Board to discuss consideration of opening scholarships to all members.
L. Police Week: Deputy Chief Anderson

XI. Unfinished Business:
President Linane reported that a wage and benefit survey would be forthcoming to all departments.
XII. New Business:
Kane County Coroner Chuck West reported that in conjunction with the State’s Attorneys Office, Coroners Office, and IDPH Department of Aging, a task force is being created to review elder death cases. A grant was received from Washington and is the first of its kind in Illinois. Currently legislation is being written that will be presented hopefully in November. Representative Pat Lindner has agreement to make the presentation and once done, will begin reviewing cases. There are approximately 30 cases at this time. If you need further information, contact the State’s Attorneys Office or the Coroners Office. The goal is to bring the task force in to do a presentation in the future.
Chief Pena reported that the Illinois Association raised dues from $135 to $200. The last time dues were raised was 20 years ago.
Lieutenant Frega reported that Aurora University would be hosting a training seminar on Diversity and Racial Profiling after the first of the year by a Richard Johnson. More information will be forthcoming.
Chief Merritt reminded the Association that Chief Dennis’ retirement gathering is Thursday, September 28th, from 3:30 to 5:30 p.m. at the West Dundee Police Department.
President Linane reminded the Association of Sheriff Ken Ramsey’s retirement party on Tuesday, October 17th at 6:30 p.m. Cost is $20 and includes the gift.
Chief Powell of the Aurora Police Department addressed the Association regarding the Kane County ETSB Board. He received a letter from the Board and it appears to be a possible attempt to change the current operational status. Specifically, the Chairman of the Board apparently wants to have one central dispatch center for all of Kane County, thus combining all dispatch centers. How this would be achieved, no one knows. All telephone hard lines are taxed. Aurora typically receives 40%, since the largest in Kane County. Kane County Sheriff has used their money to fund their dispatch. His understanding is that $400,000 from Hastert’s office was to go to Kane County; so they spent money; however, the ETSB Board Chairman did not forward the money and currently Kane County has a deficit. All the information is coming from a recent meeting from his appointed liaison. Without burdening the Association in reading the letter, Chief Powell suggested that the Association invite the Board Chairman to a meeting to get the specifics of her goal and find out what is going on. Further discussion held and many comments and concerns were expressed. It was agreed to extend an invitation. President Linane offered to write the letter to invite the Chairman to come to the next meeting.
XIII. ADJOURNMENT: : President Linane entertained a motion to adjourn the meeting. Chief Pena so moved. Member Budde seconded the motion. Voice vote was unanimous. Motion carried. Meeting was adjourned at 1:09 p.m.
