KANE COUNTY CHIEFS OF POLICE ASSOCIATION
MEETING MINUTES
I. CALL TO ORDER: President Callahan called the April 19, 2007 meeting to order at 11:43 p.m.
II. PLEDGE OF ALLEGIANCE: President Callahan led the Association in the Pledge of Allegiance.
III. INTRODUCTIONS: The Association welcomed all guests to the April meeting.
IV. APPROVAL OF MINUTES: President Callahan presented the Kane County Chief’s of Police Association meeting minutes of March 15, 2007 for approval. Chief Shira made the motion to approve. Chief Merritt seconded the motion. No discussion held. Voice vote was unanimous. Motion carried.
V. PRESIDENT'S REPORT:

VI. VICE PRESIDENT'S REPORT
No report.
VII. SECRETARY'S REPORT
Secretary Lamkin presented two new applications were made by Sergeant Roger Anderson of St. Charles Police Department and Commander Albert Romito of Kane County Sheriff’s Office seeking approval for membership. Payment has been received. Secretary Lamkin entertained a motion to waive the 30-day waiting period as dictated by the By-Laws for the noted membership applicants. Chief Merritt so moved; Chief Eassa seconded the motion. Voice vote was unanimous; motion carried. Secretary Lamkin entertained a motion to approve the two applications as presented for membership. Chief Merritt so moved; Chief Eassa seconded the motion. Voice vote was unanimous; motion carried.
Secretary Lamkin stated he was looking for the master copy of the updated Mutual Aid Agreement. He believed the original was incorporated around 1994. Chief Merritt reported that he is holding the Association files and has the information. He would confirm.
VIII. TREASURER'S REPORT: Treasurer Ed Dennis presented the March Treasurer’s Report as of April 19, 2007 as follows:
- Checkbook balance: $17,716.56
- Funds Available for Use: ($195.56)
- Harley Raffle Fund: $4,912.12
- Bomb Squad Balance: $2,000
- Major Crimes Task Force: $2,000
- Arson Task Force: $2,000
- KCART: $2,000
- Scholarships: $5,000
Two bills were received: Universal Expression maintains the website and has been working with Donna on the calendar problem; and Harley Insurance for 2006 cycle as it has not been sold as yet and still needs to be covered. President Callahan entertained a motion to approve the outstanding bills presented. Member Pena so moved. Sheriff Perez seconded the motion. Voice vote was unanimous. Motion carried. President Callahan entertained a motion to approve the March 2007 Treasurers Report. Member Pena so moved. Chief Shira seconded the motion. Voice vote was unanimous. Motion carried.
IX. SERGEANT AT ARMS REPORT
Deputy Chief Anderson reported that, as all know, Chief Schmidt’s mother passed away and condolences to him. Also, Retired Police Lieutenant Cecil Hart passed away from cancer. His wake was today. President Callahan passed along condolences to all families.
X. COMMITTEE REPORTS:
A. Awards/Law Enforcement Ofc.: Chief Schmidt reported the 30th Annual Officer of the Year Banquet and Awards Ceremony is scheduled for Thursday, May 10, 2007, 6:00 p.m. dinner, 7:00 p.m. presentations at the Fox Valley Country Club located at 2500 North Route 25 in North Aurora. Great nominations and there were 14 nominations from 10 departments and a total of 22 officers. Big push is ticket sales and reminded all that ticket dinners for the nominees need to be handled by the particular department. Also, if a nominee is not coming from your department, please let the committee know. Tickets are still available and have forms. On a personal note, Chief Schmidt thanked all who sent cards and notes. He was not only grateful, but overwhelmed by the support and appreciated the words of encouragement. F. KCITS/TMC Steering Committee: Commander Kintz reported next meeting is scheduled for April 27th.
G. Legislative: Commander Langston mentioned the Foreign Nationals and reminded all to read the rights that were presented by States Attorney Barsanti.
H. Major Crimes Task Force/K-CART:
It was tabulated that the number of crashes handled in 2006 by K-CART were 27 crashes. This is county-widefrom Elgin to Sugar Grove, Huntley, Geneva, and every point in between. For a new group, this is great. This is a phenomenal resource and a reckless homicide still undergoing; looking to put new members on the team.
I. Police Week: Deputy Chief Anderson reported he has not really been involved in Police Week, but Commander Mike Langston does all the work. Therefore, Deputy Chief Anderson made a motion to approve Commander Mike Langston as the subcommittee chairman. Chief Merritt so moved. Commander Thomas seconded the motion. Voice vote was unanimous. Motion carried. Deputy Chief Anderson introduced Lieutenant Rusty Sullivan to give the report on Police Week. Lieutenant Sullivan reported the service will be held at Mooseheart. Goal this year is to speed up the ceremony so as not to lose certain aspects of the outside ceremony that has been lost in the past. A handout is being given today with specific instructions as to how the ceremony will be held. If you have questions, please see him or Linda Hagemann. Reminder, Monday May 14, 2007 and ask all participating agencies to arrive no later than 6:30 p.m. He encouraged all to come. Open to the public. He reminded all it is a great way for all levels from all agencies to meet and interact.
J. Regional Chiefs: Chief Montalbano reported on handouts he has available: 1) Suburban Law Enforcement Academy dates for Basic Academy courses in 2007 and 2008. Suggested to get on the list early if you have someone to send as dates fill up fast. 2) Response Letter from Vice President Picard of Academic Affairs regarding the expansion of the SLEA facilities as it relates to COD. 3) IACP Legislative Alert on the issue of illegals earning the right to drive. It is a very controversial issue. Chief Pena gave history of the bill stating when first proposed, there was no method in place of verifying illegal from legal. Concerns were given and incorporated in the new proposed document. Safety was always a concern.
K. Scholarship: Commander Thrun reported the committee met to review all the applications submitted for the scholarships. The committee consisted of Commander Thrun, Chief Merritt, and Member Pena. He reported that the 2007-08 recipients are Stephanie Wermes and Sarah Hagemann. Congratulations.
L. Special Projects: Commander Cannon

M. Special Olympics: Commander Jannusch reported the annual summer games are April 22nd at North Central College in Naperville and in need of people to help out at the games. He encouraged all to come out to help with the gauntlet and morning event. All are meeting under the scoreboard at 8:30 a.m. The drawing was held for the Harley and this month’s winner was Jim Drovis.
N. Technology: Deputy Chief Gillette noted he has a flyer to post at each department available after the meeting.

XII. NEW BUSINESS:
Sheriff Perez reported on a new program initiated by the Sheriff’s Office on registered sex offenders known as OffenderWatch. It is a registered sex offender affordable management and community notification tool and includes personalized e-mail alerts, local mapping and notification flyers. The software is made available to all law enforcement agencies. Citizens can sign up to be notified if someone moves into their neighborhood. A brief overview was provided. The contact at the Sheriff’s office is Dave and copies of brochures available. It connects the County to more than just our county. Training is about 45 minutes. Looking to get as many partners up and running. Please let him know if you are interested. The cost is $7,000 a year to run and looking to offset the cost.
President Callahan reported the Spring Swing Golf Outing would be held at Mill Creek on Wednesday, May 9th. If you are interested, please pick up a registration form at the table.
President Callahan reported on the Drunk Buster Program. He will be setting up a meeting with Chief Judge and Deb Seyller to establish guidelines on the rewards. The reward given to the person who calls in a drunk driver comes from a special assessment that the Chief Judge can assign to a conviction for a DUI. As noted previously, a citizen calls dispatch that dispatches the call to a squad. If the call does result in an arrest, the citizen requests a written confirmation from the police. The awards will be limited to two awards per month, per individual.
Commander Marszalek reported on equestrian training for search and rescue. A notice will be sent to all departments to see if there is an interest.
XIII. ADJOURNMENT: President Callahan entertained a motion to adjourn the meeting. Member Pena so moved. Chief Merritt seconded the motion. Voice vote was unanimous. Motion carried. Meeting was adjourned at 12:16 p.m.
